Complete Guide on Taxation of Gold in Pakistan: Don’t Fall for Common Myths!

When it comes to gold, many taxpayers in Pakistan fall into a dangerous misconception: “Declare gold at zero value because its Value is Not Known (VNK).” This seemingly harmless approach has been widely followed in the tax community, especially by individuals filing their wealth statements. But the truth is, this myth can cost you a lot more than you think.

At Dawars Associates, we’re here to break down the facts and provide clear, professional guidance on how gold should be declared, valued, and taxed under the Income Tax Ordinance, 2001.

1. Gold Is an Asset – And It Must Be Declared Properly

Under Pakistani tax law, gold is considered a personal asset. This means it must be declared in your wealth statement every year. If you’re holding gold—whether in the form of jewelry, bars, or coins—it needs to be shown at its fair market value (FMV), not zero.

Declaring it as VNK (Value Not Known) is not a valid excuse. When you eventually sell the gold, the FBR assumes your cost of acquisition is zero, which results in a 100% gain being taxed. That’s a huge tax liability that could have been avoided by proper valuation and declaration from day one.

2. Capital Gain on Sale of Gold Is Always Taxable

Many believe that gold held for several years becomes exempt from capital gains tax. This is incorrect. Unlike immovable property (where certain exemptions apply after a holding period), gold does not enjoy any such benefit under the Income Tax Ordinance.

So whether you sell it after 1 year or 10 years, the gain on sale is taxable. And if you had declared its value as zero or VNK, the entire sale proceeds would be treated as gain—leading to unnecessary, inflated tax bills.

3. How Should You Declare Gold in Your Wealth Statement?

Here’s what you should be doing instead:

  • Get a reliable valuation of your gold from a jeweler.
  • Declare its fair market value in your wealth statement.
  • Keep supporting documents (valuation reports, purchase invoices, etc.).
  • Update its value every year based on market trends.

This way, when you sell the gold, your actual cost of acquisition is known, and you’re only taxed on the real capital gain—not on the full sale value.

4. What Happens If You Already Declared Gold at Zero?

Don’t panic, but do act. You can:

  • Revise previous wealth statements if within the time limit.
  • Provide supporting valuation records to establish original cost.
  • Consult a tax expert to help minimize exposure and plan ahead.
